Delaware State House

The Delaware House of Representatives consists of 41 members, each of whom is elected to a two-year term. There is no limit to the number of terms that a Representative may serve. All revenue generating legislation must begin in the House. State representatives introduce and vote on proposed legislation, approve the annual budget for the state, and serve on assigned committees. The General Assembly of Delaware meets in Dover three days a week between mid-January and the end of June. The Speaker of the House is the presiding officer of the House. The Speaker is elected to the position by a majority of the representatives to run the mechanics of the House, including appointing committees and their members and assigning legislation to committee.

Q: What are the most important challenges facing our state, and how do you propose to address them?
A: Delaware is the lowest lying state in the nation and we are already seeing the affects of climate change and pollution with closed and flooded roadways, droughts, and medical waste washing on our shores. Over the past few years I have sought to set Delaware on the right course, enacting a climate action plan and creating a process to bring offshore wind power to Delaware’s grid. We need to continue to push forward policies that reduce our greenhouse emissions, that eliminates waste whenever possible, and builds resiliency into our infrastructure.

Q: Homelessness in Delaware more than doubled in 2022. What legislation would you propose to reduce the number of unhoused in Delaware?
A: Homelessness is a growing problem in our communities. Delaware needs to follow through on the recommendations proposed by the Affordable Housing production taskforce to build more housing units across the State. Our housing needs assessment showed that we are thousands of units short, especially affordable housing, of where we need to be in order to keep up with rising population. Additionally, we need to increase our shelter space and establish permanent supportive housing spaces that will help those experiencing homelessness transition back to more stable housing situations.

Q: What role should the government play with regard to a woman’s reproductive choices?
A: Government should protect a women’s right to make her own reproductive health choices and work to reduce or eliminate any financial barriers that prevent them from making the right decisions for them and their family.

Q: We have all read about communities where residents have had to boil water before using it to drink. Are there specific policies you’d support to avoid this from happening in Delaware?
A: Delaware needs to continue to support and reform our Clean Water trust fund that was established several years ago. Already the program has funded dozens of projects across the State to clean up drinking water systems and eliminate dangerous septic systems. Moving forward we need to continue funding this program and leverage federal support so that no Delawarean is forced to question if the water is safe when they turn on the tap.

A: Yes, immigrant communities can have difficulty accessing these services to which they are entitled as residents of Delaware. I believe we need to break down these barriers every way possible including ensuring that our services are provided in languages accessible to our communities.

Before introducing or voting for any related legislation, I would seek to understand the state of the situation, the root causes, and what’s already underway or in place to address it. With this information, I would seek out experts on this topic to understand potential options, and Many times the government jumps in to ‘solve’ a problem, only to make it worse through unintended consequences – to be fair to the citizens of Delaware, I don’t intend to partake in that type of lawmaking.

A: The government should play as little role as possible in anyone’s lives, related to any of their choices. The government plays critical roles in ensuring there is a level playing field for all, that we are upholding our ideals of life, liberty and the pursuit of happiness for all, and in helping our society to grow and prosper for the future. In keeping with these ideals, our leaders and laws should support women to conceive, carry and deliver healthy babies – this is what our future generations rely on! I see the government as ensuring women are fully informed of all options they have to grow their family, and of taking steps to uphold the value of human life.

If the question is hinting at opening these services to immigrants who are here illegally, I am absolutely against it. I can’t in good conscience ask Delaware citizens to pay to support anyone in our state illegally, while there are unmet needs for our citizens. Hard working Delawareans should be incensed to learn that we are spending funds in this way while not meeting their daily needs. I advocate for transparency in all areas of government – the same applies here.

A: There are several important challenges facing our state, when I elected I will be focusing on: Mental health and healthcare accessibility, Public school education curriculum, Livable wages and affordable housing, and clean energy. The non-profit and for profit sectors can no longer address the mental health crisis alone without state and local government intervention. A: The US Census Bureau reports that about 67% of all homeless people suffer from mental illness. I will be sponsoring legislation for stand alone mental health hospitals to help treat Delawareans suffering from mental illness. Additionally, I will be sponsoring legislation to create a 45 day in patient mechanism to treat people experiencing mental health emergencies to help stabilize their symptoms. The goal of this legislation is to support non profit and private organizations, who are overwhelmed with limited resources. Additionally, I will call for the expansion of Delaware State hospitals for long term treatment, for individuals with conditions that are too severe for the non profit/private sectors. These efforts will reduce homeless.

A: The first thing the government must do is stay out of the examination rooms, shared between doctors and patients. Next, it is important for legislators to understand that healthcare decisions should be made between medical practitioners and the patients. I believe abortion is healthcare, and women have the right to decide what happens to their bodies. Also, I will be working to ensure that Black maternal healthcare is addressed in a holistic manner to ensure that Black women do not die during child birth.

A: Delaware has seen over 30 years of essentially single-party rule. We need to bring balance, common sense and fiscal responsibility to our state government. Spending has increased by nearly 10%/year, yet we face an outlook of decreasing revenue. We need to focus on key performance areas and NOT continue to drive a progressive social agenda. Our public education system is broken. We spend in the top 10, yet our student performance ranks 46th. Resources should be focused on teachers and the classrooms versus complex administration and services. Addressing student discipline and more effectively managing disruptive behavior is critical. Poor performance in our education system is driving away corporations and good job opportunities.

A: Reproductive choice begins with personal responsibility and the availability of contraception. I believe the role of government is to protect the lives of both the mother and the child. Government should prioritize actions that support choices outside of abortion – early childhood resources and adoption. Public funds should not be used to subsidize abortions. Current Delaware law allows for abortion up to the point of viability, based solely on the judgment of the attending physician. I believe there needs to be additional clarification regarding the definition of viability. I support a ban on late term abortion, with an exception to protect the life of the mother.

A: This is an extreme that is not part of our current Delaware experience. We need to have effective regulations that ensure compliance by our water providers and a reliable supply of clean, drinkable water. There are always circumstances where system failures (e.g. pipe ruptures) lead to a very temporary need for a boil order. These must always be temporary and we need to focus resources on maintaining the health and reliability of our water supply system.

A: No. I believe there needs to be a high priority on controlling immigration into our country in accordance with a well-conceived plan that allows for a refreshing flow of new immigrants into the opportunities of the US, addresses the needs to fill certain skilled roles and to provide relief for true refugees from various persecutions. Resources for healthcare, housing and financial services should first be allocated to citizens and legal residents in need, with special attention given to veterans. Providing these services to individuals the choose to violate our immigration laws simply encourages lawless behaviors.

A: Access, Education, and Affordability. Access to care is vital for healthy, thriving communities. I’ve been proud to support legislation that addressed mental and medical care inequities and access. Our education system, educators, and youth are all suffering from post pandemic fatigue and lack of funding. As a sitting member of the Education Committee, continued discussion and legislation to increase funding to pay our teachers living salaries, listen to our students and their families needs, and ensure the schools that need more support receive it, is key. Finally, addressing affordable housing and rising food prices is important to me. I have sponsored legislation to address this challenge faced by so many Delawareans.

A: As a cosponsor for the Homeless Bill of Rights and a mental health provider, I know the power of community resources, education, and access to care. Many unhoused people suffer from untreated mental health problems. SUD programs such as Impact Life work to help those who need treatment. Working with partner organizations for those seeking help with job training and placement, as well as, looking at how to address our affordable housing crisis are all ways to reduce the homeless population. But most importantly, is reducing the stigma and changing the narrative surrounding what and why someone may be homeless. Ending the stigma around addiction and changing how we talk about mental health will promote stability for our homeless. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: We, as the government, must work hard to ensure our reproductive rights are protected at all costs. This means legislation protecting our providers (HB455) and covering costs for abortion medications through private insurance and Medicaid. Providing comprehensive sexual education and supporting organizations that provide reproductive health care such as Planned Parenthood is important for keeping our reproductive rights in place.

A: Having grown up in the inner city, I remember boil advisories very well. Everyone should have access to clean water and that means transparency in what is happening in our state’s water infrastructure. My very first bill did just that. HB 126 enhances the standards and reporting practices for the Clean Water Trust Oversight Committee. I’ve also cosponsored all legislation addressing the lead found in our schools and will continue to support and sponsor legislation so that we can all have clean drinking water in this state.

A: -Improving our education system. We have a unique opportunity to fundamentally reinvent how we fund education here in Delaware. We do not need 19 school districts. A: The “increase” revealed a homeless population that had been uncounted. The Housing Alliance Delaware described it “a crisis laid bare.” Pandemic related federal money (from DHSS) for motel vouchers showed previously unrecognized and unserved homeless populations in Delaware. With the rollback of the DHSS’s voucher program the count dropped drastically in 2023, not due to any actual drop homelessness, but a retreat to makeshift housing (sleeping in cars, out of doors, entering or staying in exploitative/abusive situations, “doubled up” with friends or relatives) where they don’t get counted. We need to expand Delaware’s interim housing system in a way that meets the geographic and demographic makeup of Delaware’s actual homeless population.

A: The protections of a woman’s right to choose that is currently codified in Delaware law should be added to the state constitution to better protect future generations.

A: Boiling water deals with microbial contamination, in Delaware chemical contamination is more pervasive. Storm runoff from agricultural and residential areas carry high microbial burdens into the watersheds that we do use for drinking water in parts of New Castle County. We should promote watersheds for White Clay, Red Clay, and the Brandywine creeks being reverted to forest/wetlands rather than agricultural or residential use. In Delaware we do not use waterways where treated waste is discharged for drinking water, but should still separate waste and storm runoff systems so treatment plants do not get overwhelmed by heavy rain events and discharge untreated sewage into any of our waterways.

A: The most important work our state does is ensuring that children thrive. Our state’s challenges particularly affect young people. An increasing percentage of homeless or food insecure Delawareans are children. Delaware has a much higher infant mortality rate than any of our neighboring states. Steps we can take to prioritize our children include passing common-sense gun safety legislation, and providing free school meals to all students. We must continue the essential work of the DE Healthy Mother and Infant Consortium to continue to ensure that newborn Delawareans, especially Black, Hispanic, and Native American infants, are safe and protected. When I am in office, I will focus on what we can do better to ensure children thrive in Delaware.

A: I think it is particularly concerning that the most recent Point in Time count shows that too many unhoused people are older adults, children, and Black Delawareans. In the short term, I would support collaborative initiatives with local nonprofits to ensure that there are enough beds to provide immediate shelter to all unhoused people in the state. To address homelessness in the long term, I would propose legislation that incentivizes developers to build affordable workforce housing. I would also work to expand the supports that McKinney-Vento liaisons can provide to homeless students in our schools.

A: I believe the government has role in support women and families in making the choices best for them – whether ensuring access to reproductive healthcare or ensuring that those who want to become parents are able to access paid family leave and affordable childcare.

A: This is an issue which requires a variety of solutions – Delawareans relying on private wells have to think about different contaminants than Delawareans using public utilities. Even though many PFAS, a type of “forever chemical”, have been banned, they are still present in Delaware’s untreated well water. The CDC has found that it is helpful for communities to regularly have private wells tested to identify any problems, and so I would continue to advocate for and support the DHSS private testing kits that are available, as well as expanding information and awareness in state service centers.

A: Yes. My family is directly affected by these measures since my husband is an immigrant from Ireland and is not a US citizen. As a Delaware resident who is raising his family here, he absolutely should be able to access broader healthcare, housing, and financial services. I would also like to see Rep Griffith’s legislation from 2022, HB 317, again brought to General Assembly. Preventative care is incredibly essential in lifting the burden on our emergency room and other emergency services. This legislation would enable all children in Delaware, regardless of immigration status, to access it.

A: Education, healthcare and the economy lead the way. In regards to education, school safety seems to be at the top of the list right now. Through my work on the Redding Consortium and Teacher Compensation Task Force, we created Grow Your Own programs to focus on teacher retention. We also raised teacher pay. School safety should be our next primary focus. In terms of healthcare, we protected retirees health benefits. People are adamantly against putting a politically appointed board over our hospital systems. We need to focus on the whole healthcare benchmark and not a single piece. Another major system in NCC and insurer would be a good first step as well as a medical school. For the economy, raise the senior tax credit and lower RTT.

A: I support the idea of wrap around services that comes with a housing component. You can’t deal with homelessness in a vacuum. In most cases, there is a mental health or addiction component so we need to do better about addressing root causes. I dealt with this personally through my Uncle’s addiction journey. Incentives for transitional housing with community supports for wrap around services would be an ideal first step.

A: The legislature has already made that decision through Delaware code to give women the right to choose. Regardless of the federal discussion, Delaware has already made that decision.

A: Quality equitable education is the pathway to success for our children. We need to continue our focus on a Needs Based funding of education. Continue efforts to improve special education interventions and services for Pre-K. Highway safety continues to be a problem. I will continue to provide the Department of Transportation and law enforcement the tools to reduce fatalities on our highways. Like my Speed Camera bill and The Everyone Gets Home Act. Quality of life issues like extremely loud exhaust is getting out of hand and I plan on working with DMV and law enforcement on the issue.

A: Increasing the funding and or tax breaks to developers of workforce housing. Continue funding the new Housing Repair and Modification Fund for low-income homeowners so they can remain in their homes. Provide protections for manufactured Home Communities. Continue to support Foreclosure Prevention & Mortgage Mediation Program.

A: The government needs to protect a woman’s reproductive rights.

A: We need to ensure that DNREC and the Public Service Commission are keeping our water systems infrastructure up to date. We need to ensure adequate funding into The Clean Water Trust Fund.

A: As a mom and grand mom, I’m concerned about our children’s future. We are failing our children and grandchildren. In our Delaware Public Schools only 42% of our children can read at grade level and only 26% of our children can do math at grade level. We are paying the top 5% in the country for a child’s education yet are 46 out 50 states in outcomes. We need to fix our Schools. In addition, I’m concerned for the safety of our children and families. As a native Delawarean, I believe we need a change from a one party system in our state. One party in control, no matter Republican or Democrat is not good. We need equal voice for everyone in our state to work together to make things better. We need to work together with common sense. A: According to Point-In-Time Count Report,; Delaware’s homeless population rose by 9%from 2023 to May 2024. No homeless is acceptable. We need to start by helping make families a strong family unit. Families are the core of the neighborhood, community and our state. If families are not strong enough to help support the family unit, they cannot support or help their children succeed. Children need a strong family system and quality education to succeed. When our children are supported and succeed, they will become active members of the community who in turn will help make our community a better place. Fighting homeless is a very important battle. Preventative measure to target and fix the root cause of homeless is essential.

A: As a mother and grandmother, there is nothing more precious than life. I’m concerned about supporting Delaware families and our children. Medical decisions are the informed decision after discussed with a medical doctor and is between that person and their doctor.

A: There is nothing more important than families to have safe drinking water in Delaware. Delaware has regulations in place with comprehensive monitoring, technical assistance and public education to protect the health of Delawareans.

A: As a mother and a grandmother, I’m running to support Delaware families. We have Delaware families in crisis and children who need better education. We have Delaware residence that are homeless. It is the responsibility of the government to protect its people and keep society safe. It is also the responsibility to uphold the constitution and the rights afforded in it to its citizens. Therefore, it is important to understand that citizens of this country must have their rights protected including the second amendment and the right for fair and free elections. A: AFFORDABLE HOUSING is a major concern that impacts each area of the state differently. In the 25th District, Newark faces unique challenges with student housing needs and limited home inventory, especially for graduate students and first-time homebuyers. Creative solutions like inclusionary zoning are crucial. INVESTING IN EARLY CHILDHOOD EDUCATION is key to our future. When children are prepared for kindergarten, they thrive academically and socially, building a solid foundation for lifelong learning and success. SB305, which I co-sponsored, expanded access to high-quality early education. We should continue this effort toward statewide Pre-K. I will follow SCR201 – Public Ed Funding Commission for a new funding formula.

A: Reducing homelessness requires a multifaceted approach, addressing both immediate needs and underlying causes. We NEED to increase the inventory of affordable housing and secure emergency financial assistance to prevent people from losing their current housing. I am a proponent of “Housing First” models that focuses on providing permanent housing quickly and then offering additional support services as needed. This approach has been successful in reducing chronic homelessness. Supportive services like mental health care, substance abuse treatment, and job training, and prison re-entry programs are crucial. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: The Delaware Legislature has been a leader in protecting our reproductive rights, including IVF. Government should play a role in protecting and upholding a woman’s right to make her own reproductive choices. This means ensuring that every woman has the autonomy to make decisions about her body, including access to safe and legal abortion, contraception, and comprehensive reproductive healthcare. The government should also work to eliminate barriers to these services, particularly for marginalized communities. Ultimately, reproductive rights are human rights, and the government has a duty to safeguard them.

A: The Clean Water Trust in Delaware was set up by the Clean Water for Delaware Act to manage money for projects that improve our drinking water, wastewater, stormwater, and other water-related areas. The trust gets its funds from state water programs and local conservation projects. An Oversight Committee watches over the trust, helps manage state water programs, and publishes yearly reports and plans. In 2022, the committee asked people for their opinions on how the trust should be used. This led to a new plan for 2023-2027 and more chances for people to share their ideas on how to improve water quality in the future.

In addition to building a stronger, more resilient economy and community, it also reflects our commitment to humanity.

A: Education is in crisis in Delaware. We are spending in the top five in the country on education, but our results are in the bottom five. Only 18% of our eighth graders are passing grade level math. We need to pay teachers more, increase the number of teachers, squeeze down the bloated administrative positions across all the districts, And focus on the central curricula until all of our students are up to grade level.

A: Chronic homelessness is tied to substance-abuse and mental health. We need to increase available resources to treat substance-abuse and mental health, particularly in young adults.

A: Abortion is legal in Delaware, and I do not foresee that changing. I do not think that any government involvement or regulation on this issue should rise beyond the state level.

A: Delaware has made significant progress in improving environmental scores. One of the major factors in controlling the cost of water purification is the cost of energy. Delaware needs to be a leader in clean energy, including nuclear power. Senator Tom Carper has taken the lead in accelerating the approval process for new fourth generation nuclear power plants, and Delaware should take advantage of this.

A: The only role the government should play with regard to a woman’s reproductive choices is to ensure that those choices are not limited or infringed upon. I fully support a woman’s right to choose and have voted “yes” on and supported a number of such bills since taking office. The government should also ensure that all women have access to safe and affordable abortion. In addition to a woman’s right to choose, the government must also ensure that all women have access to services like OBGYN healthcare, contraceptive options, and sex education.
