Delaware State House

The Delaware House of Representatives consists of 41 members, each of whom is elected to a two-year term. There is no limit to the number of terms that a Representative may serve. All revenue generating legislation must begin in the House. State representatives introduce and vote on proposed legislation, approve the annual budget for the state, and serve on assigned committees. The General Assembly of Delaware meets in Dover three days a week between mid-January and the end of June. The Speaker of the House is the presiding officer of the House. The Speaker is elected to the position by a majority of the representatives to run the mechanics of the House, including appointing committees and their members and assigning legislation to committee.

Q: What are the most important challenges facing our state, and how do you propose to address them?
A: In my opinion, the most important challenge facing our state is its unsustainable business model. Whether it is auctioning off parts of our State to developers or relying on federal funding that may not be available now that Carper and Biden are retiring, we cannot continue on as we have in the past. To address this issue I would propose legislation that focuses on ending the giveaways to real estate developers and improves the management of our state agencies, as these efforts would provide savings from efficiency and the reduce the number of costly lawsuits the state is currently facing. 

Q: Homelessness in Delaware more than doubled in 2022. What legislation would you propose to reduce the number of unhoused in Delaware?
A: Homelessness is particularly prevalent in the district that I’m running to represent, and with the price of rental housing in my unit you can see why. My legislative proposal for reducing the number of individuals experiencing homeless is to ensure that savings from tax incentives such as tax abatements and deductions such as depreciation are passed along to renters. I would also propose legislation that ensured that base rents were based on the actual value of the unit without unnecessary mark-ups for things like nearby amenities. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: The only role that government has to play with regards to a woman’s reproductive choices is ensuring that she is the only one making them. Full stop. That’s the response. 

Q: We have all read about communities where residents have had to boil water before using it to drink. Are there specific policies you’d support to avoid this from happening in Delaware?
A: This is already happening in Delaware. The City of Wilmington has had boil water orders in the last two years. To be honest, I’m still thinking through policies to fix this because it’s such a complex issue. I can say that the first fix is to ensure that we pass laws that make it harder for executive branch officials to distribute funds earmarked for infrastructure repair as political patronage.

A: I have heard of these measures but I haven’t looked at them in any detail and would need to do so before I could say that I would or would not support them because I am fairly confident that there are nontrivial legal risks associated with these programs. That said, I generally believe that where an immigrant is also a taxpayer, they should enjoy the benefits of the programs that their tax dollars are helping to provide.

A: In 2020, during the midst of the pandemic my family faced an eviction. Since then, I have dedicated the last four years of life to educating and advocating for tenants and their right to a safe, affordable home. I have now worked as tenant and community organizer, and as a leader in the housing movement that won historic tenant protections in 2023. The legislation and policy changes I will fight for: – Support Homeownership & Assist Existing Residents to Maintain and Improve Their Homes. -Create mixed-income housing opportunities to stabilize families and neighborhoods. -Tax Relief for Low-Income Homeowners -Expanding Basic Tenant Protections -Massively increase funding for public housing and social housing. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: I firmly believe that the government should protect and support a woman’s right to make her own reproductive choices. A woman’s autonomy over her own body is non-negotiable. This means ensuring that every woman has access to comprehensive care, including the right to an abortion. In general, I believe the government should not interfere with personal medical decisions but should instead focus on providing the necessary education, resources, and support to empower us to make informed choices about our health. I will support expanding Medicare to cover culturally competent mental health and substance abuse treatment, reproductive health care services (including contraception, abortion, and prenatal care) and more.

A: Access to clean and safe drinking water is a fundamental human right. During Covid-19 I became an advocate for families who were facing water shut-off. I have seen how members of my community experience extreme structural disparities in affordability and water quality concerns. I will prioritize policies which focus on protecting our frontline communities. As your state representative, I will fight for: -Investing and modernizing our water infrastructure -Regulate any development that has the potential of having a negative effect on our environment, especially as it relates to pollutants entering our water supply. -Support initiatives that empower communities to monitor their own water quality.

A: Yes, I support these laws and believe we should welcome families from all over to our community. I am fighting for the future we deserve in our city. Almost my entire policy plan specifically focuses on ways to fight for racial and economic justice in housing, healthcare, education , etc. My life’s work has been to fight for urgency in changing policy to ensure that ALL of our fundamental rights and needs as people are met. We should all agree that everyone deserves to be treated with dignity and respect, regardless of their immigration status.

Q: What are the most important challenges facing our state, and how do you propose to address them?
A: The main issue in the state is public safety and to address this issue all state representatives will have to work together to find a solution. Unfortunately education needs to improve, we are ranked very poorly. This issue is important in so many ways, because it has an impact on everything from property values to our state economy. As there is a significant shortage of educators we would need to start there and give our teachers a suitable income to make the opportunity appealing. Much to my surprise the state of Delaware ranks very poorly also for elder care. As life expectancy increases the number of elderly that need affordable housing and healthcare will increase. This is a state wide issue and absolutely needs to be addressed.

A: I would have to research this issue further, but initially I would look into increasing section 8 housing. It is sad to think that once a family applies it could take up to five years to get housing. This is definitely a hardship for those families struggling to make ends meet.

A: I would like to say “none”, any health related decision should solely be made by the person directly affected by the decision.

A: Obviously clean water is a necessity, and I would support any policy that protects our environment. I am currently unaware of any problems with clean water in Delaware.

A: There are several types of homelessness, requiring different solutions. Transitional homelessness resulting from job loss, health condition, or other crisis may require short term shelter and other assistance. Episodic homelessness may additionally require substance abuse or mental health treatment. Treating these issues sooner may then help prevent chronic homelessness. Finally, hidden homelessness, sheltering with friends or relatives, may be driven by lack of affordable housing and may be alleviated by dealing with that problem. We need a comprehensive approach to deal with the underlying issues causing homelessness, such as drug treatment, mental health care, and affordable housing.

A: The government should protect all women’s reproductive choices. The government should not be putting restrictions on this basic right.

A: Often, this happens in poorer and underserved communities. My focus on clean air and water includes necessary regulations to protect our water, expand open space, and emphasizes environmental justice. We need to remediate hazardous waste that leaks into the water table. We must replace old pipes that are causing high levels of lead in school drinking water. We need to have a comprehensive plan to protect our environment and I have the experience to help get this done.

A: The most important challenge facing our state is the mental health crisis. The rates of depression, anxiety, and other mental health issues among our youth are staggering. As a child, I experienced firsthand the trauma of an alcoholic parent who attempted to take her own life. As a legislator, I have been an advocate for better access to high-quality mental and behavioral health services. I have fought for suicide prevention programs and secured funding to ensure all our Delaware schools have qualified mental health professionals present everyday. In addition, I serve as Executive Director to the Delaware Police Athletic League where I get to support young people as they navigate their own daily challenges. 

Q: Homelessness in Delaware more than doubled in 2022. What legislation would you propose to reduce the number of unhoused in Delaware?
A: I am very concerned about homelessness in Delaware. Homelessness is a complex problem that requires multi-pronged approaches like providing greater mental health services, expanded substance abuse treatment, and addressing the shortage of affordable housing. In 2023, we passed legislation giving tenants the right to counsel in eviction proceedings to level the playing field. We need to push our county and local governments who manage land development to push for more affordable housing to prevent future homelessness. In addition, we need to provide more options to our first responders who are often interacting with people who are homeless with little solutions to offer them. That means more emergency and transitional housing options. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: The government should protect a woman’s right to her own reproductive choices. That is why I passed legislation to enshrine Roe v. Wade in Delaware law to ensure women have the right to an abortion regardless of the Supreme Court decision to overturn this 50-year precedent. I expanded access for Delaware women to IVF, infertility treatments, and other reproductive treatments and ensured preventive screening for ovarian cancer by requiring it to be covered by health insurance. To address the disparity women of color face in pregnancy, I passed Black maternal health laws that improve prenatal, maternal, and postnatal care. As your state representative, I will continue to lead on protecting women’s reproductive health care rights.

A: Access to clean water is a fundamental right. I championed and passed the Clean Water for Delaware Act to provide dedicated funding to improve our water quality. This includes the Delaware Clean Water Trust to rebuild drinking water infrastructure and a public report to help inform the public of where water issues persist and planned improvements. We need to continue to invest in clean water. No community should ever need to boil their water before usage. We need to ensure we hold polluters accountable by requiring safeguards to prevent contamination in the first place and then require polluters to fund the remediation.

A: -Improving our education system. We have a unique opportunity to fundamentally reinvent how we fund education here in Delaware. We do not need 19 school districts. We should make funding a state responsibility, eliminate referenda. We can provide quality education to all our students! -Overcoming our lack of affordable housing. Incentivize both infilling of underutilized commercial space and the addition of accessory dwelling units in older homes. -Developing new industries that don’t negatively impact our citizens. I have been active for over a decade with Delaware Bioscience association to help bring clean, biologically based business to Delaware. I also actively promote development of off shore wind and energy storage industries.

A: The “increase” revealed a homeless population that had been uncounted. The Housing Alliance Delaware described it “a crisis laid bare.” Pandemic related federal money (from DHSS) for motel vouchers showed previously unrecognized and unserved homeless populations in Delaware. With the rollback of the DHSS’s voucher program the count dropped drastically in 2023, not due to any actual drop homelessness, but a retreat to makeshift housing (sleeping in cars, out of doors, entering or staying in exploitative/abusive situations, “doubled up” with friends or relatives) where they don’t get counted. We need to expand Delaware’s interim housing system in a way that meets the geographic and demographic makeup of Delaware’s actual homeless population. 

Q: What role should the government play with regard to a woman’s reproductive choices?
A: The protections of a woman’s right to choose that is currently codified in Delaware law should be added to the state constitution to better protect future generations. 

Q: We have all read about communities where residents have had to boil water before using it to drink. Are there specific policies you’d support to avoid this from happening in Delaware?
A: Boiling water deals with microbial contamination, in Delaware chemical contamination is more pervasive. Storm runoff from agricultural and residential areas carry high microbial burdens into the watersheds that we do use for drinking water in parts of New Castle County. We should promote watersheds for White Clay, Red Clay, and the Brandywine creeks being reverted to forest/wetlands rather than agricultural or residential use. In Delaware we do not use waterways where treated waste is discharged for drinking water, but should still separate waste and storm runoff systems so treatment plants do not get overwhelmed by heavy rain events and discharge untreated sewage into any of our waterways.

A: Yes. We do ourselves no favors by shortsightedly denying needed services to anyone in our state. The saying “a stitch in time saves nine” applies here. In addition to a woman’s right to choose, the government must also ensure that all women have access to services like OBGYN healthcare, contraceptive options, and sex education.
